摘要：

近年来，通用航空产业已被多个地区列为新经济增长点，但针对中国区域通用航空发展状况的评价系统尚属鲜见。本文构建了中国区域通用航空的发展评价体系，从经济规模、产业成熟度、产业贡献度、基础设施和政策环境5个维度，运用AHP_熵权法和聚类分析计算了2012年省际通航发展指数。研究发现，中国通用航空产业发展过分依赖政策驱动，产业体系发展不完善降低了整体竞争力曰不同区域通航发展差距已初步显现，在政府支持下立足本地资源是通用航空领先发展的便捷途径。

Abstract:

In recent years,general aviation industry has been listed as new economic growing point by a number of provinces and cities. China's regional general aviation development evaluation system coping with industry development is rare. China's regional general aviation development evaluation system is built from the economies scale,industry maturity,industry contribution,infrastructure and policy environment,calculating the 2012 index by cluster analysis and AHP_ entropy. It is found that the development of China's general aviation industry has over-reliance on government policy,meanwhile the imbalance of the industrial system reduces the national competitiveness. Developing gaps between different regions have been initially apparent,local resources and government support are the leading factors.
