In order to meet the requirements which is proposed by ICAO that airports should assess the safety performance,an airport operations safety performance evaluation model is established with the Balanced Score Card(BSC)which has relevance with safety performance management. The model includs 4 first-level indicators,which are operation management,safety management,external management,study and development,those indicators are consist of 21 second-level indicators. In order to reduce the subjective factors effect of the expert judgments during the Analytic Hierarchy Process(AHP),the fuzzy triangular number is introduced into the AHP,every indicator is given a comprehensive evaluation by the Fuzzy Analytic Hierarchy Process(FAHP). With the comprehensive evaluation of the airport operation safety performance,the first eight second -level indicators are respectively development and update of the rules and regulations, responsibilities allocation and work arrangements,risk management,safety awareness and attitude,organization installation and addition,education and training,safety supervision and inspection,the ability of communication collaboration and information feedback. Basing on one airport's actual situation,by using the fuzzy comprehensive evaluation method,this assessment model is applied to obtain the condition of it's overall safety performance.
