Based on flow analysis of pavement management and distributional application strategy, an improved APMS is developed to better meet the demand of ‘information coordination',‘work coordination',and ‘resource coordination'. In the system,APMS database and core algorism are both fixed in the central server. In the service oriented architecture,bus integrated platform and service logic functional module are designed,with ubiquitous access devices instantly calling the requested data. The systemhas three unique features. First,it is a traditional relationship type APMS built on uniform data exchange interface. Second,theuniversal functional modules are independent of each other, but they are not isolated from each other since there exist weak coupling relationship. Third,the employment of Web-GIS realizes the integration of spatial information and attribute in APMS. Example proves that the distributional application strategy APMS is applicable.
