Abstract: To fully leverage the enhancing impact of voluntary reports on the safety management in the civil aviation indus鄄 try, and to explore the persona characteristics of voluntary reporters, this study analyzed the influencing factors of voluntary reporting behavior according to the Fogg behavior model. Based on this, a total of 51 652 voluntary re鄄 ports and reporter information of an airline from 2022 to 2024 were selected as the sample data, and a random forest model was employed to analyze the capability characteristics of the reporters. The results indicate that work location, department function, position level, and college level of reporters were the key characteristics. Specifi鄄 cally, reporters from headquarters, frontline departments (such as flight and operations control), those in high level positions and those from high-level institutions tend to submit voluntary reports of relatively higher quality. Motivating the aforementioned groups with these characteristics can effectively encourage them to provide high quality voluntary reports, thereby enhancing the level of airline safety management.
